THE BACKGROUND
Stimulus funding has propelled numerous smart meter deployments by utilities across the country. In Iowa, however, an association of more than 100 municipal electric utilities has decided, instead, to first install programmable thermostats and offer dynamic pricing. The Iowa Association of Municipal Utilities' decision reflected its members' sense that installing thermostats with automated settings and offering dynamic pricing will have a less expensive but direct influence on shaving peak loads — prior to installing smart meters.

Bob Haug is executive director of the Iowa Association of Municipal Utilities, an association of 545 Iowa communities that operate electric, gas, water, or telecommunications systems. He has over 30 years experience working with Iowa municipal utilities and has been with IAMU as executive director since 1986. He has been an active proponent of energy efficiency and renewable energy throughout his career. Bob is a graduate of the University of Wisconsin at Madison and has lived in Iowa since 1975. 
Phil Carson, editor-in-chief, Intelligent Utility Daily, covers the smart grid for Energy Central. In his daily coverage he examines the people, technology, business cases and public policy that affect this vital upgrading of the nation's electric grid. 

Prior to joining Energy Central, Carson covered wireless technology, drinking water science and public affairs for a variety of newspapers, magazines and trade publications. He is the author of books on popular music, Spanish colonial history and mountaineering. 

Carson earned his undergraduate degree in biology and geology from the University of Denver and his master's in science writing from Northwestern University. He has worked as a journalist since 1982.
