The biggest transmission projects in North America are in the West and each one faces unique permitting, rights-of-way, engineering and construction challenges. Project leaders for some of the largest projects in the West will discuss the biggest hurdles to getting The West is too vast and diverse to be a single region under FERC's Order No. 1000. Complying with that rule only begins the evolution of Western transmission planning processes. But the West has unique challenges to overcome in optimizing its high-voltage infrastructure.

Beyond the difficulties of integrating a large organized market with several distinctive bilateral markets, Western planners must come to grips with land use issues characterized by deployment of new technologies and the strong Federal ownership interest, how to integrate renewable energy resources and ensure grid reliability across multiple energy, capacity, and ancillary services markets, and the immense impacts of a more diverse and geographically dispersed generation portfolio, new technologies. Looking ahead, this panel will find ways to ensure delivery of least cost, least emissions, and most reliable energy in the West.
