FERC is driving a reassessment of how, and for what purpose, Western transmission is planned. It has continued its deferential approach to regional stakeholders, and has not prescribed organized markets as a solution. But, it clearly seeks to optimize electricity commerce across all regions and sub-regions through transmission infrastructure development.
With less than one year remaining before Western transmission providers need to incorporate new intra- and inter-regional planning and cost allocation procedures into their tariffs, is current progress sufficient? Are new procedures beginning to gel within and between the four “regions” that are working on the compliance process? What coordination models are under consideration?
