Garry Brown
Commissioner, New York State Public Service Commission

Garry A. Brown was confirmed as a Commissioner of the New York State Public Service Commission on December 13, 2007 and was named Chairman on January 2, 2008. His term runs through February 1, 2015.

Mr. Brown has nearly 30 years of experience in the public, private and not-for-profit energy and electricity sectors, including previously holding a position as Senior Policy Analyst for the former New York State Energy Office, which had been charged with developing a sustainable and sound energy policy and promoting energy efficiency, while protecting the environment and fostering economic development. As PSC chairman, Mr. Brown sits on the State Energy Planning Board. He is also chairman of the New York State Board on Electric Generation Siting and the Environment. He sits on the board of the New York State Energy Research and Development Authority, the New York State Environmental Board, and the board of the Regional Greenhouse Gas Initiative Inc., and the Consumer Protection Board. Mr. Brown is a member of the New York State Council for Universal Broadband, the Governor’s Economic Security Cabinet, and the Governor's Climate Action Council.

Mr. Brown sits on the board of the National Association of Regulatory Commissioners (NARUC) which oversees NARUC’s general and financial functions and approves policy resolutions. He is chair of NARUC’s Committee on Electricity, which develops and advances policies that promote reliable, adequate, and affordable supply of electricity. Through strong collaboration with the Federal Energy Regulatory Commission and related Federal agencies, the Electricity Committee also seeks ways to improve the quality and effectiveness of regulation through education, cooperation, and exchange of information.

Mr. Brown serves on the NARUC-Federal Energy Regulatory Commission's Smart Grid Collaborative, which serves as an important forum for discussing technological and other issues to facilitate the transition to a smart electric grid. He is a member of the Advisory Council to the Board of Directors of the Electric Power Research Institute (EPRI). The Edison Foundation Board of Directors created the Institute for Energy Efficiency (IEE), an advisory committee, in which Mr. Brown is also a member. Mr. Brown received his B.A. from State University College at Plattsburgh and his Masters of Public Administration from the Rockefeller School of Public Affairs at the State University of New York at Albany.

Mr. Brown was born and raised in Williamsville, outside of Buffalo. He and his wife, Linda, reside in Averill Park, and are the proud parents of a son and daughter.

Larry Castro

At the National Security Agency (NSA), Larry Castro served as the NSA/Central Security Service Representative to the US Department of Homeland Security (DHS), a post he held since the Department's creation in March 2003. He served concurrently as NSA's Coordinator for Homeland Security Support. In this latter role, Mr. Castro led the development of the Agency's Homeland Security Support Strategy, which complements and fully supports the National Strategy for Homeland Security and provides a framework for the delivery of NSA products, services and capabilities to organizations involved in the security of the United States homeland. Mr. Castro was also responsible for providing Signals Intelligence (SIGINT), Information Assurance (IA) and Computer Network Operations advice to the Secretary and other senior leaders within DHS, and for leading the efforts of other NSA staff assigned to provide cryptologic support to DHS operating components. 
 
Serving for more than four decades, Mr. Castro was initially assigned to NSA in 1965 as a Second Lieutenant in the Army Security Agency and converted to civilian status in 1967. During his career, he served in the Agency's Research and Engineering, Signals Intelligence, and Information Assurance organizations. His assignments included Chief of Research and Development in the National Computer Security Center, as well as a development tour within the office of the Assistant Secretary of Defense for Communications, Command and Control, and Intelligence, ASD (C3I). Immediately prior to being designated as NSA's Homeland Security Support Coordinator in October 2001, Mr. Castro led the Defensive Information Operations Group within NSA's Information Assurance Directorate. 
 
At the Chertoff Group, Mr. Castro will focus on information assurance and cyber security; information sharing across federal, state and local governments; intelligence support for crises and special events; and general intelligence community matters. "Today, business and government live on the net," he says. "Their ability to be successful requires operating in a trusted environment while maintaining the delicate balance between effective information sharing and defense-in-depth." 
 
Mr. Castro earned Bachelors and Masters Degrees in Electrical Engineering from the Massachusetts Institute of Technology and the degree of Engineer from George Washington University. He is also a graduate of the Infantry Basic Officers Course, the Army Security Agency Basic Officers Course, the National War College and the MIT Seminar XXI Program in Foreign Politics and National Interest. Mr. Castro was designated as an Intelligence Fellow in 1994 and was awarded the NSA Meritorious Civilian Service Award, the NSA Exceptional Civilian Service Award, and the Meritorious Executive Presidential Rank Award twice (1997 and 2002). He was appointed as an Adjunct Faculty Member of the US Army War College in 2008. 
 
A native of New York, Mr. Castro resides in Arnold, MD with his wife Trisha. They have three adult children and three grandchildren.
 
 

Bill Moroney
President, Chief Executive Officer, Utilities Telecom Council (UTC)

Bill Moroney is the President, Chief Executive Officer, and member of the Board of Directors of the Utilities Telecom Council. UTC is the information communications technology trade association for electric and gas utilities, water companies, energy pipelines, and other critical infrastructure companies. Bill is also a member of the Boards of several UTC affiliates and subsidiaries, the European Utilities Telecom Council, UTC Canada, the Smart Networks Council, and the UtiliSite Council. Bill joined UTC in 1998 and since then has been a strong proponent for smart, secure utility communications networks and a frequent speaker on smart grids and utility cybersecurity issues. Bill has devoted his career to leadership of industry organizations driving technological change and convergence in networking and electronic commerce. Before joining UTC, he had served as the chief executive of the MultiMedia Telecommunications Association (MMTA), the Business Quality Messaging Forum (BQM Forum), the Electronic Messaging Association (EMA), the Electronic Funds Transfer Association (EFTA), the National Automated Clearing House Association (NACHA), and his own consulting and financial newsletter publishing company. He has also held public affairs and marketing positions at other trade associations and worked on two Presidential campaigns and as a broadcast journalist. He and his wife Tracy live in Washington, DC.
