This Lancaster, PA-based wholesale energy provider supplies petroleum and biofuels products and services as well as propane, motor oils, risk management and marketing solutions. Recently, the Natural Resources Defense Council (NRDC) has been working on a joint proposal with an number of utilities (including Austin Water, San Antonio Water and American Water) to raise awareness and revise standards around low-level water leaks. We spoke to Tracy Quinn, a water policy analyst with the NRDC about the need for better meter standards and the fact that the minimum flow test has gone unchanged in the U.S. since 1921.
